Survey and research activities of the NOPACCS, consigned to the Kansai Environmental Engineering Center, Co., Ltd., were conducted under the guidance of MITI Global Environmental Affairs Office and the New Sunshine Program Promotion Headquarters of the Agency of Industrial Science and Technology (AIST). National Institute for Resources and Environment (NIRE) and the Geological Survey of Japan (GSJ) of the above mentioned Agency technically assisted the project, and some ocean scientists in several universities also collaborated.
The construction of, and correlation between organizations concern to the NOPACCS a illustrated in the figure. The activities of the project were performed by NOPACCS Executive Committee (chaired by H. Tsubota).
The oceanic surveys and research works were planned, guided and controlled by NOPACCS Executive Committee (chaired by H. Tsubota) and its branches, soluble materiales section (Leader:K. Harada), settling particles section (Leader:H. Kawahata), sediments section (Leader:A. Nishimura), biology section (Leader:J. Ishizaka) and modelling section (Leader:K. Nakata). They provided operation systems or analytical sistems, before starting the project. These manuals included, as CTD-operation, sampling, analytical method, analytical equipment and instruments, calibration, standard and reference materials, and also training of staffs etc.
The oceanic surveys were conducted, chartering the R.V. Hakurei-Maru , a ship owned by the Metal Mining Agency of Japan.
