Aloha Don,

I've confirmed with the director of the Natural Sciences Dept. at Bishop
Museum, Neal L. Evenhuis, that there is no infringement of the NOAA data
center maintaining a copy of one of their copyrighted PDF documents in
our archives, assuming NOAA does not charge people for the data. But
since there are no charges using the NODC ocean archive system, then I
do not see any issue. If NOAA starts charging for this data, then we
have an issue. 

They are content to share their data with the NOAA data system,
especially since most of their research is supported by govt funds.
