This directory is used to interface with National Weather Service to obtain metadata updates to
the NWS Cooperative network stations.  NWS sends NCEI station changes daily as they are 
approved by NCEI, who QCs all station changes and has final-level approval.  Each station which 
has an update will contain a bundle of 4 files: *.json, *.json.mnf, *.pdf, and *.pdf.mnf.

The json files are ingested into HOMR daily, and tar'd up for the Archive monthly.  The pdf 
files are ingested into EV2's Cooperative Station History library monthly, and sent to Archive 
monthly as part of EV2's ongoing Archive process.

The station updates contain station profile information, and changes in location, instrumentation, 
obstructions, observers, and observation times.  NCEI only receives these files when something 
is changed on the station, or every 3 years for a NWS-mandated update.

Update November 2016: Version 2 of SIS includes a new equipment hierarchy and minor changes to 
how observer information is structured in the JSON interface files.
