The largest deficits are in northeast Iowa and southeast Minnesota. As a result, abnormally dry (D0) conditions have developed across most of the area. Note: Any precipitation after 7 AM on March 9 was not included in this analysis. Local Area Affected: Abnormally Dry (D0) in all or parts of: Northeast Iowa: Allamakee, Chickasaw, Clayton, Fayette, Floyd, Howard, Mitchell, and Winneshiek counties. Southeast Minnesota: Dodge, Fillmore, Houston, Mower, Olmsted, Wabasha, and Winona counties.
