This improved topsoil\nmoisture. The precipitation also brought rapid improvements to\ndrought conditions. Northeast and north central Colorado went from\nbeing 95 percent in Severe Drought \/D2\/ last week to 54 percent\nafter the snowstorm, and went from 47 percent in Extreme Drought\n\/D3\/ a week ago, to 12 percent on the March 16th U.S. Drought\nMonitor. Exceptional Drought \/D4\/ continues across central Grand\nCounty. Improvements were most pronounced east of the Continental\nDivide.\n\nFrom the Colorado Climate Center: Widespread improvements after\nthe large snowstorm brought 2 inches or more of moisture to\nsignificant areas in eastern Colorado. One category improvements\nare shown over areas that received 1-3 inch positive precipitation\nanomalies (above their average) for the week. For these lower\nelevations plains locations, the average for the entire month of\nMarch is around 1-1.5 inches. There were also 2-category\nimprovements, limited to the areas that received 3 or more inches\nabove their average for the week. The 2-category improvement to\nAbnormally Dry conditions \/D0\/ over Larimer County is an area that\nis now showing a 4 to 6 inch positive anomaly since the beginning\nof the water year.\n\nIMPACTS...\n\nFrom the March 14th USDA Colorado Crop Progress Report: In northeast\ncounties, producers were carrying out pre-planting fieldwork\nactivities before the storm arrived...concerns remained regarding\nlack of consistent moisture up to this week. A county report noted\nlivestock producers were culling more stock than normal in response\nto continued drought. East central counties also received good\nmoisture over the weekend, benefiting winter wheat and soil moisture\nahead of spring planting. Stored feed supplies were rated 12 percent\nvery short and 21 percent short. Topsoil moisture improved\nsignificantly to 25 and 31 percent short to very short across\nthe state, respectively.\n\nEastern Colorado municipal water providers reported that the recent\nsnowstorm would give their systems a boost, especially in low\nelevation reservoirs. However, they need additional moisture this\nspring.\n\nWATER SUPPLY...\n\nThe mountain snowpack continued to improve, especially east of the\ndivide. By March 18th, the snowpack ranged from 89 percent of normal\nin the upper Colorado River basin west of the divide to 98 and 100\npercent of normal in the North and South Platte basins, respectively.\nCombined reservoir storage was 103 percent of average in the upper\nColorado River basin, and 93 percent of average in the South Platte\nbasin at the beginning of March. Over half of the U.S. Geological\nSurvey stream gages in north central Colorado were recording near\nto above average flows on March 18th. The majority of stream gages\nstill recording below normal flows were west of the divide.\n\nCLIMATE SUMMARY...\n\nTemperatures the past two weeks ranged from 2 degrees below normal\nto 6 degrees above normal. Precipitation was above normal,\nespecially east of the divide. Numerous areas along the northern\nFront Range urban corridor and northeast plains had 2 to 10 times\ntheir normal precipitation for the past 14 days. The dry conditions have\ncontinued into the winter months of 2021.\n\nAreas in D4...Exceptional Drought...include Montezuma, Dolores, San Miguel,\nand large portions of La Plata, Archuleta, San Juan, Ouray, Montrose,\nDelta, Mesa, Pitkin, Eagle, Garfield, Rio Blanco, Moffat and Routt counties.\nA small portion of northern Gunnison County also is in D4. For eastern Utah,\nall or large portions of San Juan, Uintah and small portions of Grant and\nDaggett counties remain in exceptional drought.\n\nAreas in D3...Extreme Drought...include Hinsdale and large portions of\nGunnison counties. Smaller areas of Uintah and San Juan are also in D3.\n\nThe continued drought severity is due to low soil moisture,\nlack of snow pack, below normal precipitation, and lower stream flows.\n\n.CLIMATE SUMMARY:\nFall precipitation and winter snowfall has been below to much below normal\nfor western Colorado and eastern Utah. This continues a prolonged dry\nperiod described below.\n\nFall of 2019 precipitation was well below normal leading to low soil\nmoisture content across the southwestern Colorado region going\ninto the 2020 winter season. Snow pack was near normal for the majority\nof the winter season but then started to quickly decrease in the\nmiddle of spring. Dry conditions for both the mountains and\nvalleys in southwestern Colorado and the west central valleys\nbecame entrenched in April and continued through early July. Early\nsummer rains have been sorely lacking keeping precipitation well\nbelow normal over a large portion of western Colorado.\n\n.HYDROLOGIC SUMMARY AND OUTLOOK:\nAverage seven-day stream flow has ranged from below normal to much\nbelow normal with the 28 day average also ranging from below normal\nto much below normal for western Colorado and eastern Utah. The only\nexception is near normal flow release from Flaming Gorge Reservoir.\n\n\n.SUMMARY OF IMPACTS:\nImpacts include low soil moisture, lower stream flows, and dry\nvegetation heading into the winter season. Wild fire start in a\nvalley location during the winter.\n\n.DROUGHT MITIGATION ACTIONS:\nNone reported.\n\n.PRECIPITATION\/TEMPERATURE OUTLOOK:\nA progressive pattern for the week or two will bring the increased\npossibility of precipitation to the region. Into the early spring,\nthere is a better than average chance of above normal temperatures\nand better chances of below normal precipitation across western Colorado\nand eastern Utah.\n\nCurrent observations show that the ENSO cycle is and will\ncontinue in a La Nina condition through the early spring. This is especially\ntrue for the higher terrain of the central and southwest mountains, where\ncurrent NRCS SNOTEL data indicate snowpack in the Upper Rio Grande basin\nand in the Arkansas basin being the only basins across the state at or above\nnormal to date.\n\nWith that said, the latest US Drought Monitor, issued Thursday February 16th\n2021, now indicates severe drought (D2) conditions across Mineral County,\nwestern portions of Conejos and Rio Grande Counties, the western half of\nSaguache County, as well as all of Lake and Chaffee Counties.\n\nThe latest US Drought Monitor also continues to indicate exceptional\ndrought (D4) conditions persisting across central portions of Kiowa County\nand extreme northeastern portions of Teller County into northern portions\nof El Paso County.\n\nExtreme drought (D3) conditions are indicated across the rest of Kiowa\nCounty, northern and extreme eastern portions of Bent County, Prowers\nCounty, and northeastern Baca County. However, the lack of fuel\nmoisture and occasionally breezy to windy conditions, will continue\nto keep fire danger in the moderate to high category across much of\nthe snow free areas of the state.\n\nThe latest information on fire bans and restrictions across the area\ncan be found at: www.coemergency.com\/p\/fire-bans-danger.html\n\nAGRICULTURAL...\n\nData from The Colorado Climate Center and the NWS Climate Prediction Center\ncontinue to indicate soil moisture deficits remaining high across much of\nsouth central and southeast Colorado, with subsoil moisture deficits\nespecially high across southeast Colorado at this time. The lack of soil\nmoisture, combined with strong winds associated with passing cold fronts,\nhave also led to frequent dust storms across the southeast Colorado plains\nover the past few months.\n\nHYDROLOGIC...\n\nNRCS data indicated February 1st statewide snowpack was 77 percent of median,\nwhich is 70 percent of the available snowpack at this same time last year.\n\nIn the Arkansas basin, February 1st snowpack came in at 88 percent of\nmedian, which is 72 percent of the available snowpack at this same\ntime last year.\n\nIn the Rio Grande basin February 1st snowpack came in at 106 percent of\nmedian, which is 100 percent of the available snowpack at this same time last\nyear. Of note, snowpack in the Rio Grande basin remains the highest in the\nstate.\n\nNRCS data also indicated statewide water storage was at 83 percent of\naverage overall at the end of January, compared to the 106 percent of\naverage storage available statewide at this same time last year.\n\nIn the Arkansas Basin, water storage at the end of January came in at\n68 percent of average overall, as compared to 96 percent of average\nstorage available at this same time last year.\n\nIn the Rio Grande Basin, water storage at the end of January came in\nat 73 percent of average overall, as compared to 81 percent of average\nstorage available at this same time last year.\n\nCLIMATE SUMMARY...\n\nThe average temperature in Alamosa for the past month of January was\n18.8 degrees, which is 2.5 degrees above normal. Alamosa recorded 0.23\ninches of precipitation and 3.8 inches of snow through the month of\nJanuary, which is 0.03 inches below normal and 0.2 inches below normal,\nrespectively.\n\nThe average temperature in Colorado Springs for the past month of January\nwas 31.5 degrees, which is 1.0 degrees above normal. Colorado Springs recorded\n0.57 inches of precipitation through the month of January. This is 0.25 inches\nabove normal and makes January of 2021 the 12th wettest January on record.\nColorado Springs recorded 7.9 inches of snow through January. This is 2.3\ninches above normal and makes January of 2021 the 19th snowiest on record.\n\n\nThe average temperature in Pueblo for the past month of January was 32.2\ndegrees, which is 1.7 degrees above normal. Pueblo recorded 0.57 inches of\nprecipitation through the month of January. This is 0.22 inches above normal\nand makes January of 2021 the 21st wettest January on record.
