The highest\nprecipitation totals were reported in Decorah IA (1.87 inches),\nOsage IA (1.78 inches), and St. Ansgar (1.75 inches).  Normally, 6\ntenths of an inch of precipitation occurs during this time period.\nWhile this precipitation was beneficial, precipitation deficits for\nthe 2020-21 water year (which began on October 1) were still in the\n1 to 4-inch range.  Due to this, abnormally dry (D0) conditions\ncontinue across most of the area.\n\nNote: Any precipitation after 7 AM on March 16 was not included in\nthis analysis.\n\nLocal Area Affected:\n\nAbnormally Dry (D0) in all or parts of:\n\nNortheast Iowa:  Allamakee, Chickasaw, Clayton, Fayette, Floyd,\nHoward, Mitchell, and Winneshiek counties.\n\nSoutheast Minnesota:  Dodge, Fillmore, Houston, Mower, Olmsted,\nWabasha, and Winona counties.\n\nWestern Wisconsin:  Adams, Buffalo, Clark, Crawford, Grant, Jackson,\nJuneau, La Crosse, Monroe, Richland, Taylor, Trempealeau, and Vernon\ncounties.\n\n.Precipitation: Since October 1st (the beginning of the 2020-21\nwater year), 1 to 4-inch precipitation deficits have developed\nacross southeast Minnesota; southwest and central Wisconsin; and\nnortheast Iowa.  The largest deficits are in northeast Iowa and\nsoutheast Minnesota.  As a result, abnormally dry (D0) conditions\ncontinue across most of the La Crosse Hydrologic Service Area (HSA).\n\n.Hydrologic conditions: As of the morning of March 16th, the river\nand stream flows were near-normal in northeast Iowa, and ranged from\nnear- to above-normal in southeast Minnesota and western Wisconsin.\n\nNOTE: This is time-sensitive and conditions could change.  Updated\nriver and streamflow conditions can be found via links to the right.\n\n\n.SUMMARY OF IMPACTS:\n\n.Fire hazards:\n\nAs of the morning of March 16, fire danger was low (fires are not\neasily started) for Minnesota and Wisconsin.\n\nNOTE: This is time-sensitive and conditions could change day-to-day\nFire conditions can change drastically on drier, windy days. Updated\nDNR fire conditions can be found via links to the right.\n\nCitizens should always check with local officials in their area\nbefore undertaking any outside burning.  Citizens are liable for\ndamages and suppression costs of any wildfire they may start.\n\n.DROUGHT MITIGATION ACTIONS: None reported.\n\n.LOCAL DROUGHT OUTLOOK:\n\nFrom  March 18th through March 23rd, temperatures will average above-\nnormal and precipitation will average near-normal.  During this time\nframe, daily average temperatures for this period range from 32 to\n37 degrees with the normal precipitation around 4 tenths of an inch.\n\nBeyond this time frame, the 8 to 14-day forecast (March 24th-30th)\nfrom the Climate Prediction Center (CPC) calls for enhanced chances\nfor above-normal temperatures.  Meanwhile, precipitation is expected\nto be near- to drier-than-normal.  The daily average temperatures\nfor this period range from 35 to 40 degrees with the normal\nprecipitation around 6 tenths of an inch.\n\nDuring April (monthly outlook) and from May through July (seasonal\noutlook), the Climate Prediction Center has tilted the odds toward\nwarmer across the Upper Mississippi River Valley. Much of\nnortheast Nebraska remains in a moderate drought, as well as parts\nof west central Iowa and extreme southeast Nebraska. The\nremainder of the area remains abnormally dry.\n\nFor the last 6 months, long term deficits in moisture remain,\nwith some areas still 2 to 4 inches below normal. There is a small\narea between Omaha, Sioux City, and Denison Iowa where precipitation\nhas been slightly above normal.
