| Comments: | The Coastal Intensive Site Network (CISNet), developed between NOAA, EPA, and NASA, was formed in response to CENR's report entitled, "Integrating the Nation's Environmental Monitoring and Research Networks and Programs: A Proposed Framework." These sites are to fill a critical gap identified in the Nation's capability to integrate the results from environmental monitoring and related research programs and thus to provide an improved basis for development of comprehensive assessments of the condition of the Nation's environmental resources. CISNet has three objectives: (1) To develop a sound scientific basis for understanding ecological responses to anthropogenic stresses in coastal environments, including the interaction of exposure, environment/climate, and biological/ecological factors in the response and spatial and temporal nature of these interactions. (2) To demonstrate the usefulness of a set of intensively monitored sites for examining shortterm variability in long-term trend behavior in the relationships between changes in environmental stressors, including anthropogenic and natural stresses, and ecological response. (3) To provide intensively monitored sites for development and evaluation of indicators of change in coastal systems. The CISNet is a three year pilot project begun in 1998 that will be reviewed at the end of the three years to assess its success in meeting its goals.
